Simon Russell Beale was born on January 12, 1961, in Penang, Malaysia, the son of Peter and Julia Beale. His father was a military physician, and his mother was also a doctor. Beale's family returned to London when he was young, where he developed an early interest in the arts. He sang in a choir, joined a school drama club, and landed his first acting role as Hippolyta in Shakespeare's "A Midsummer Night's Dream" in primary school.

After graduating high school, Beale attended Cambridge University, where he studied English. He subsequently decided to pursue an acting career and graduated from the Guildhall School of Music and Drama in 1983.
